The Washington County Health System is constructing a new Regional Medical Center adjacent to the existing Robinwood Medical Center located at the intersection of Robinwood Drive and Medical Campus Road in Hagerstown, MD. Frederick, Seibert and Associates was chosen by the Washington County Health System to provide the Civil Engineering, Surveying and Landscape Architecture for the project. The new Medical Center will have 297 single patient rooms, 231 medical/surgical and critical care beds, 17 operating rooms, 53 emergency treatment rooms, 2 trauma rooms and 2 cardiac treatment rooms just to name a few of the features that are being incorporated into the design and construction of the new facility that has a footprint of approximately 242,000 square feet and features 3 bed towers that are 5 stories tall. The original existing Washington County Hospital was constructed in 1934 with 7 additions being added between 1934 to the present time. All of the technological advances in modern medical care are being incorporated into the design and construction of the facility.

The facility is being constructed on a 34.89 acre parcel of land located along the south side of Medical Campus Road. FSA provided services for the design of stormwater management for both water quantity and quality to meet the Washington County Stormwater Management Ordinance and the 2000 Maryland Stormwater Design Manual. The design for stormwater utilized the expansion of two regional stormwater ponds to reduce the post development runoff to below their respective pre-development rates. In addition, channel protection volume was provided for the 12 hour detention for the 1 year storm. Water quality for the improvements is being incorporated into the design by utilizing large 'green space' islands within the parking areas and parallel to the ring road to provide grass channel credits. The remainder of the water quality volume is being addressed in 4 sand filters located on the perimeter of the site. In addition to providing stormwater management, the project was required to provide a CLOMR through FEMA for the 100 year floodplain affected by the redesign of the stormwater management facilities.

FSA also provided the grading and sediment erosion control design for the project. This proved to be a challenge from both a construction and environmental standpoint due to the size of the project which encompassed approximately 49 acres of disturbed area.

Public utilities were also required to be extended and/or upgraded to serve the project which included public water, public sewer, telephone, electric, gas, storm drains, cable television and information systems. 2 separate electric services are being provided to the Medical Center to provide a redundant service in case of a failure in one of the services.

FSA provided the landscape design of the green space areas within and surrounding the site to comply with the Washington County Zoning Ordinance and the visions of the design team and the Washington County Health System staff. A dining terrace was provided to give the staff a comfortable and appealing place to take a break or have a meal which incorporates a 'river bed' into the landscaping. An entrance plaza, memorial garden and an honor garden are some of the amenities incorporated into the landscape features.
